A number of high-profile strategies for “IT Reform” across the Federal Government have been the subject of extensive recent discussion. Senior administration officials have called for intensive focus on efforts to consolidate Federal Data Centers to optimize operations and eliminate underperforming, expensive and unnecessary installations. In parallel, the potential for adoption of cloud computing to help agencies stretch budgets and minimize future IT capital investments has attracted considerable attention from technologists and management executives alike.

What progress has been made? During 2011, each of the two dozen Federal CIO Council member agencies updated their plans to comply with Federal Data Center Consolidation Initiative (FDCCI) objectives, including timelines and rationale for their approach. In October, the Federal CIO reflected on the importance of data center consolidation efforts in the overall “Campaign to Cut Waste,” with the current plans calling for more than 960 Federal data centers to be closed by 2015, resulting in a projected savings of some $5 billion. Many agencies also have taken steps to move selected information and applications to cloud-based environments, and the General Services Administration actively is encouraging these efforts with technical guidance, contracting support, and expanded security resource and reference materials in early 2012.
